特定技能とは？
2019年4月1日より施行された在留資格「特定技能」とは、深刻な人手不足と認められた産業分野において、外国人の就労が認められ、外国人材の受入が可能となりました。
特定技能ビザで外国人材を受け入れる場合、①特定技能ビザで働く外国人（技能実習２号を終了している人、もしくは業種別のに実施される技能・日本語試験等に合格した人）、②受入れ機関（雇用する企業）、③登録支援機関（監理団体、人材紹介会社、事業法人、社労士・行政書士事務所など）の３つの主体が存在することになります。
目的
中小企業では、人手不足が深刻化しています。この人手不足により、日本経済・社会基盤の持続可能性を阻害する可能性が出てきたため、人材の確保が難しい一部の分野において、専門性を有した外国人材の受入れを行う仕組みとして本制度ができました。
在留資格
外国人が日本へ住むためには、どのような目的で在留するか行政へ申請し「在留資格」を認定してもらう必要があります。
特定技能の在留資格には、「特定技能１号」「特定技能２号」の２種類があります。
特定技能１号とは、特定産業分野に属する相当程度の知識又は経験を必要とする技能を要する業務に従事する外国人向けの在留資格です。
特定技能２号とは、特定産業分野に属する熟練した技能を要する業務に従事する外国人向けの在留資格です。
職種
特定技能１号は14分野でしたが、2022年４月の閣議により12分野へ変更することが決まりました。2022年4月政府の閣議で、特定技能1号の対象となる14の分野について、製造業の3分野（素形材産業・産業機械製造業・電気・電子情報関連産業）を統合し、12分野に再編をするという方針を決定しました。
特定技能１号の12職種（旧14職種）は飲食料品製造業、素形材・産業機械・電気電子情報関連製造業分野（2022年に統合）、農業、建設業、外食業、介護、ビルクリーニング業、、造船・舶用工業、自動車整備業、航空業、宿泊業、漁業です。
特定技能１号を修了した外国人が「熟練した技能」を持つと認められた場合に特定技能2号に移行できます。そうすれば日本で期間の制限なく働けて、家族帯同も許可されます。しかしながら、2023年4月現在、建設業、造船・舶用工業の2業種しか2号移行が認められていません。
